Because you will almost always have a cleanup rule, you will rarelyselect Last. Theexception to this would be if you want the behavior to occur regardless of yourrule base. The other rules shouldprobably go through the rule base first, and thus be placed before last. Rules that govern packets coming in to the firewall (for example, RIP andDHCP) are probably best placed first in the rule base.
